The Kuwait National Waste Management Strategy 2040 (KNWMS 2040) is an inclusive longstanding agenda in Kuwait that is developed to overtake Kuwait’s waste management system via infrastructure, policies and regulations.1 2
KNWMS 2040 envisions “establishing an affectively sustainable and integrated waste management system” that mitigates environmental and health risks by prioritizing waste prevention, reuse, recycling, and recovery.3 It seeks to promote sustainable resource use and foster public-private cooperation across municipal, industrial, and hazardous waste sectors.4

To implement this vision, the Kuwait National Management strategy comprises a comprehensive framework that includes:5 6

  • Legal modifications,
  • Waste separation infrastructure improvements,
  • Financial mechanisms,
  • Improved data-collection schemes,
  • Waste-to-energy plants investments,
  • Circular economy frameworks,
  • Advancements in waste sorting,
  • Recycling and processing facilities,
  • Remediations of high-risk landfills that mitigate environmental hazards

The strategy applies nationwide, covering municipal, solid construction, hazardous and demolition waste, while featuring a digital waste management system that is developed for tracking waste flows and improving coordination.7
It upholds core sustainability principles, promoting environmental protection, resource efficiency, as well as public health, alongside ensuring responsibilities’ distributions, strict monitoring, and capacity building, with the following key five objectives:8

  • Adopt Sustainable Technologies – sound waste management solutions
  • Enhance Resource Efficiency – five-step-waste order
  • Strengthen Governance – define public and private roles
  • Build Capacity – actors with the needed knowledge, skills, and tools
  • Improve Data Transparency – system for collecting and delivering waste-related information with the authorities and the public, operated through the environmental public authority (EPA) by the end of 2026.

Undergoing Kuwait Authority for Partnership Projects (KAPP), Kuwait’s Environment Public Authority (EPA) leads the strategy’s implementation.9 The strategy is supported by regulatory updates,10 involving ministries,11 and international partners, such as the German Fraunhofer Institute UMSICHT.12
KNWMS 2040 follows a long-term phased plan traversing many years, with:

  • 2017–2024: Strategy development.13
  • May 2024: Official inauguration.14
  • 2024–2044: 20-year implementation period, along reviews every 2–5 years.15
  • December 2024–2028: Feasibility study for Kuwait Waste Treatment Projects.16 17
