The facility seeks to ensure comprehensive waste recovery and treatment, prioritizing recycling, composting, and energy recovery while minimizing landfill use. It further seeks to stimulate local economic green employment opportunities, and promote environmental resilience across Tangier and its neighboring urban centers.5

Located 20 kilometers south of Tangier,6 the facility comprises several key components:7 8
To support the transition to a circular economy, the project emphasizes maximizing material reuse, energy recovery, and organic matter reintegration into urban ecosystems.9 Additionally, it supports social equity by creating over 200 new ‘green’ jobs and strengthening employment for more than 3,500 workers already active in the national waste sector.10 All staff will benefit from capacity-building programs and vocational training. This investment in human capital will not only improve livelihoods but also contribute to a dynamic local economy and position Morocco as a regional leader in sustainable urban development.11
A 20-year public-private partnership (PPP) contract was signed between the Groupement des Communes Al Boughaz and Averda, covering the design, construction, and operation of the integrated complex.12 Mobilized over the duration of the concession, estimated total investment of one billion Moroccan dirhams.13
