The Hassi Delaa Solar PV Project is a utility-scale photovoltaic power generation initiative located in Laghouat Province, Algeria,1 awarded under Algeria’s national 3 Gega Watt solar tender program administrated by Sonelgaz.2 3 The project represents a significant component of Algeria’s renewable energy rollout 4 and is notable for being developed as a single-phase utility-scale installation, rather than a multi-phased rollout typical of large energy projects. 5
The project’s vision is to “Algeria’s transition toward grid-connected renewable electricity” by demonstrating a scalable, utility-scale solar development model that strengthens national energy security, reduces reliance on fossil fuels, and supports long-term national decarbonization objectives. 6 7
The project aims to deliver a 362 MWdc utility-scale photovoltaic installation integrated into Algeria’s national electricity grid. 8 9 Developed within the country’s broader 3 GW solar procurement program led by Sonelgaz, the project supports diversification of the electricity mix and reduces reliance on and natural gas for power generation, while establishing a scalable reference for future large-scale solar developments in Algeria and the wider North African region.10

To implement these objectives, the Hassi Delaa Solar PV Project is delivered under a state-led strategic planning and infrastructure procurement framework. 11 Main components include: 12
· Installed capacity: 300 MW AC and 362 MW DC,13
· Project footprint: approximately 600 hectares,14
· Photovoltaic technology: bifacial LONGi Hi-MO 7 (LR8-66HGD, 625 W) modules,15
· Grid integration: 220 kV substations and transmission lines enabling full connection to the national electricity grid, 16
· Electrical and facility integration systems supporting large-scale operation. 17
In terms of sustainability, by replacing fossil-fuel-based generation with solar power, the project directly supports Algeria’s efforts to reduce gas consumption in the power sector. The adopted Engineering, Procurement, and Construction (EPC) approach further supports lifecycle efficiently, standardized quality control, and predictable delivery outcomes.18 19 Other special features include the use of multiple plants such as the 362 MW facility in Hassi Delaa that is supported by an additional 82 MW facility in Ghardaia Province. 20
Owner/Developer
The project is owned and tendered by Sonelgaz as part of the national 3GW solar program. EPC are led by Özgün İnşaat, operating under KRK Holding.21 Photovoltaic modules are supplied by LONGi Solar through a strategic supplier partnership. 22
The Hassi Delaa single-phase development project is currently under construction;23

However, some industry databases indicate commercial operation by 2027 – 2028. 26
Despite discrepancies in publicly reported timelines, the Hassi Delaa Solar PV project is positioned to become Algeria’s largest single-site solar installations. 27 Upon completion, it is expected to serve as a benchmark for future utility-scale renewable energy projects in Algeria and the wider North African region. 28
