The EQUAL Project in Southern Libya (Enhancing the Quality Basic Services Access in Southern Libya), is a new development initiative launched in February 2023 to strengthen public service delivery in the municipalities of Ghat, Algatron, Alkufra, and Ribyana.1 2 Scheduled for completion in January 2024, the project combines rapid infrastructure upgrades, municipal service delivery, and targeted interventions for vulnerable populations, including migrants and internally displaced people.3 4
The project’s vision is to “empower local authorities and communities to deliver inclusive basic services, foster stability, and strengthen resilience in Southern Libya”.5 6 It aims to improve waste management systems,7 increase access to renewable energy for public facilities,8 and build local governance capacities and technical assistance and training.9

To implement the objectives, the EQUAL Project implements a range of infrastructure and capacity-building components that include:10 11 12
Sustainability is embedded through renewable energy generation, sustainable waste collection practices, and innovative cross-sector partnerships between government, civil society, and private actors.13 14Special features also include digital platforms for inter-municipal coordination, accessibility solutions, and inclusive service models.15 16

The EQUAL Project is being executed in three phases:21 22
Currently, the project has achieved significant milestones, including the delivery of garbage trucks, operational upgrades in municipal facilities, and service delivery to over 70,000 direct beneficiaries.23 24 Upon completion, the EQUAL Project is expected to improve waste management and public service delivery, foster social stability, and provide scalable models for resilient local governance in Southern Libya’s post-conflict environment.25 26
