The Kafa’a Energy Efficiency Programme is a national initiative launched by the Electricity and Water Authority (EWA) of Bahrain for improving energy efficiency across residential, commercial, and governmental sectors.1 The programme forms part of Bahrain’s national efforts to manage rising electricity demand and strengthen sustainable energy practices and operates as a policy-support and behavioural change programme rather than a standalone infrastructure project, focusing on demand-side energy efficiency measures.2

The programme’s vision is to “reduce unnecessary electricity consumption while maintaining service quality and economic productivity”.3 It aims to promote rational electricity consumption and improve energy efficiency across residential, commercial, and governmental sectors by reducing peak demand, encouraging efficient use of appliances and building systems, strengthening consumer awareness of energy-saving practices, and fostering a national culture of energy efficiency that supports Bahrain’s long-term sustainability and environmental objectives.4 5

The Kafa’a programme is implemented through a structured set of guidance and engagement mechanisms that emphasizes voluntary participation supported by information, incentives, and best-practice guidance.6 7This includes:

  • Energy efficiency awareness campaigns, targeting households and institutions.8
  • Guidelines and advisory materials, promoting efficient appliances, cooling systems, and consumption behaviour.9
  • Public outreach initiatives, including educational materials and national awareness activities.10
  • Institutional coordination, linking energy efficiency objectives with utility planning and national sustainability policies.11

In terms of sustainability, Kafa’a contributes to moderating electricity consumption growth and reducing greenhouse-gas emissions from power generation,12 while strengthening public understanding of the link between consumption behavior, environmental protection, and long-term national energy security, and easing pressure on electricity infrastructure through improved efficiency.13

The programme is fully owned, led and implemented by the EWA as Bahrain’s national electricity provider.14 Collaboration occurs with government institutions, educational bodies, and public stakeholders engaged through awareness activities and outreach programmes.15

Kafa’a is an ongoing national programme, with continuous awareness activities and guidance updates communicated through EWA platforms.16 The programme remains active as part of Bahrain’s long-term energy efficiency strategy.17
