The Smart Metering and Smart-Grid Distribution Modernization Programme is a national electricity-sector modernization initiative led by the Société Tunisienne de l’Électricité et du Gaz (STEG) for Tunisia’s power network distribution through introducing smart meters, digital monitoring systems, and automated grid management tools.1 2 The programme responds to growing electricity demand, rising network losses, and the increasing integration of renewable energy sources across Tunisia’s distribution system. 3

The programme’s vision is to “establish a modern, intelligent electricity distribution system” capable of supporting Tunisia’s energy transition and utility performance.4 It aims to upgrade Tunisia’s power distribution network by improving metering and billing accuracy, reducing technical and commercial losses, enhancing real-time monitoring of electricity flows, strengthening operational efficiency and service reliability, supporting demand management and energy efficiency, and preparing the grid for increased integration of renewable and distributed energy systems.5 6 7

The smart-grid modernization programme integrates digital infrastructure, communication technologies, and utility management systems that includes:

  • Smart electricity meters, enabling automated and remote meter reading for residential, commercial, and industrial customers.8
  • Advanced Metering Infrastructure (AMI), allowing two-way communication between meters and STEG’s control systems.9
  • Distribution network digitalization, including sensors, monitoring devices, and automated fault detection systems.10
  • Centralized data and grid management platforms, supporting real-time analysis, outage management, and network optimization.11
  • Pilot smart-grid zones, tested in selected regions prior to national scale-up.12

In terms of sustainability, the programme reduces electricity losses, supports efficient use of generation resources,13 enhances load balancing, limits reliance on emergency generation, contributes indirectly to lower greenhouse-gas emissions, and strengthens customer awareness in support of national energy-efficiency and demand-side management objectives.14 15

The programme is owned and implemented by STEG, Tunisia’s national electricity and gas utility,16 in coordination with the Ministry of Industry, Mines and Energy,17 18 with financing and technical support from international partners, including the European Union (EU) and the European Investment Bank (EIB), and technology providers engaged through public procurement processes.19 20

Smart-meter deployment and grid digitalization are ongoing, with phased implementation progressing through pilot projects and gradual national rollout.21 22 The programme remains a core pillar of Tunisia’s medium- and long-term electricity-sector reform and energy transition strategy.23
