Sakan Misr and Dar Misr are two significant housing initiatives launched by the Egyptian government to address the country’s pressing housing needs and improve living conditions for citizens across various governorates.1 2 3 These projects represent a comprehensive approach to urban development, combining affordable housing with sustainable community planning.4 The Ministry of Housing has recently announced a new phase of these projects, offering 6,575 residential units across 15 Egyptian governorates for 2024. 5 6 7

The project’s vision is to “create sustainable, integrated communities that provide affordable housing while ensuring high-quality living environments,” aligning with Egypt’s Vision 2030 in the promotion of sustainable urban development and addressing housing needs.8 It also seeks to support the growth of new communities and address urban sprawl.9

To implement these objectives, the Sakan Misr and Dar Misr projects include the following key components:

  • A diverse mix of residential units to cater to different family sizes and income levels, promoting social diversity within communities. For example, 409 units will be available within the Janna project (100 sqm to 150 sqm), and 700 units in the Sakan Misr project (106 sqm to 133 sqm) in New Cairo.10
  • Flexible payment options, such as reservation deposits and administrative fees, with upfront payments (%) and quarterly installments (%) that are flexible payment plans for easier homeownership.11 12
  • A maintenance deposit and administrative fees are included. For instance, a reservation deposit of 100,000 EGP and administrative fees of 500 EGP are noted for some projects.13
    • Comprehensive infrastructure development, including utilities such as gas, electricity, and water.14
  • Integration of green spaces and public amenities to enhance community interaction and overall quality of life.

These projects are implemented by the Egyptian Ministry of Housing, Utilities and Urban Communities in collaboration with various governorates. They follow a multi-stakeholder, phased approach to urban development,15 regularly launching new phases to meet the growing housing demands.16 The 2024 phase is part of the continued effort to provide affordable housing and tackle broader urban development challenges.17 This phase includes applications opening with flexible payment plans for units in “Janna,” “Sakan Misr,” and “Dar Misr” until December 26, 2024.18

As part of the national strategy, the project aligns with developing new urban communities, address housing shortages, and sustainable urban development goals by:

  • Reducing pressure on existing urban centers and limit unplanned urban expansion.19
  • Creating mixed-use developments integrating residential, commercial, and recreational spaces.20
  • Applying smart city principles to improve urban efficiency and livability.21
  • Promoting social cohesion through community-centered design and shared public spaces.22
