The New Iraqi Administrative City, commonly referred to as “Al Rafeel City,” is a large scale urban development project,1 located on the southern outskirts of Baghdad, near Iraq’s international airport.2 3 Extending from the new Abu Ghraib Road in the north to the borders of the Makasib area in the south,4 it is designed to become Iraq’s new capital and to accommodate all ministries and government departments.5
The project envisions the establishment of a “future-oriented urban center,” a centralized administrative and financial hub that responds to Iraq’s future urban need, supporting national governance and long-term development.6 7

The project aims to accommodate Iraq’s current and future population growth and respond to the urgent need for housing by hosting more than 300,000 people.8 9 It also seeks to create a major regional administrative and financial center,10 regulating the expansion of residential, administrative, commercial, and industrial developments in the capital.11
To implement this vision, a master plan was proposed, covering an expansive 400 square kilometers.12 The plan includes a diverse mix of residential, administrative, commercial and recreational uses, along with a wide range of amenities.13 It includes:
The project emphasizes energy sustainability by incorporating renewable energy sources. Power systems utilizing natural energy aim to ensure a stable electricity supply across residential and commercial areas. The energy infrastructure is designed to meet the needs of about 1 million people and provide more than 100,000 job opportunities, supporting both population demands and economic activity.19

The project is initiated by the Iraqi Government through the Iraqi National Investment Commission.20 The master plan was designed by CH2M Hill (USA) consultant and will be implemented by Jacobs Engineering.21
