The South Al-Mutlaa project is a large-scale water supply and wastewater infrastructure program developed to provide essential utility services for South Al-Mutlaa City, one of Kuwait’s major new residential expansions. The projectforms part of Kuwait’s national effort to equip emerging urban areas with reliable potble water distribution networks and high-capacity wastewater collection and treatment systems1 2 in response to structural pressure in water sector.3 4
Within this context, South Al-Mutlaa City has been identified as a major growth area requiring dedicated potable water networks and high-capacity wastewater treatment infrastructure.5
The project’s overarching objective is to ensure reliable water supply and environmentally sound wastewater management capable of supporting long-term population growth.6 7 This infrastructure direction is consistent with Kuwait’s national sustainable development commitments reported in its Second Voluntary National Review, which emphasizes resilient infrastructure and improved resource management.8
The project is planned on a site of approximately 1.1 million m²9and includes the following key components:10 11 12

The South Al-Mutlaa WWTP is being developed by Kuwait’s Ministry of Public Works, which has awarded design review and construction supervision services to Dar.13 Construction of the wastewater facility has been awarded under a contract valued at approximately KD 149 million (USD 488 million) to Kuzu Group, covering construction and associated systems, including renewable-energy components.14
The South Al-Mutlaa infrastructure package remains under active implementation, contributing to Kuwait’s long-term objectives for sustainable urban services and infrastructure resilience as articulated in its national VNR framework.15
