The Flood Preparedness and Early Warning System (FEWS) Strengthening Project in Sudan is a climate-risk management and forecasting upgrade initiative designed to improve national capacity to anticipate and respond to flood events through enhanced modeling tools, expanded basin coverage, and improved operational procedures.1 2

The project’s vision is to “establish a reliable and operational flood early warning system” capable of providing longer lead times and improved decision support for national authorities responsible for flood risk management and disaster preparedness.3 4 It aims to strengthens Sudan’s flood forecasting capacity by integrating advanced hydrological, hydrodynamic, and weather prediction models into the national FEWS framework. The system upgrade expands monitoring and forecasting coverage across additional sub-basins, improving preparedness for communities and infrastructure exposed to flood risks along major river systems.5 6

The project delivers a set of technical, institutional, and capacity-building upgrades to operationalize a stronger FEWS:7 8 9

  • Assessment of the existing FEWS (including current protocols, procedures, and institutional framework).
  • System expansion and enhancement using available data to improve coverage, efficiency, and lead time across relevant Sudanese sub-basins.
  • Integration of updated models: updated hydrological and hydrodynamic models plus numerical weather prediction models to strengthen forecasting and operational use.
  • Capacity building and operator training for FEWS operators and a broader set of national decision-makers.
  • System hosting and handover support: hosting the system for two years to give the Ministry time to procure/install hardware and transfer the system to national premises.

The project strengthens climate resilience and disaster preparedness by improving the accuracy and usability of flood forecasting tools. Earlier warnings and improved forecasting support proactive risk management, helping reduce flood-related damage to communities, infrastructure, and economic activities. The institutional capacity-building component also improves the long-term sustainability of flood risk management systems in Sudan.10 11

The project is funded by the Climate Technology Centre and Network (CTCN) and implemented with technical assistance led by UNEP-DHI (UNEP DHI Partnership – Centre on Water and Environment). The national counterpart is the Nile Water Affairs Department, Ministry of Irrigation and Water Resources (Sudan), which is the primary institutional host and operator of the enhanced FEWS.12 13

The implementation period ran from March 2023 to October 2024, and included a two-year hosting arrangement to enable the Ministry to prepare its own hardware environment and complete the system transfer and institutionalization.14
