The Master Plan for the Integrated Urban Road Network of Djibouti City is a comprehensive mobility strategy designed to guide the city’s transportation infrastructure development. It is part of the Integrated Urban Infrastructure and Climate Adaptation Study Project i , which aims to develop an inclusive urban development framework through participatory planning and management. This master plan aligns with the government’s commitment to modernizing urban transportation in response to rapid urbanization, while also advancing the country’s sustainable development goals by promoting resilient and inclusive urban growth.

The vision of the Master Plan is “to optimize the existing road network, improve traffic flow, and enhance mobility” for Djibouti residents. By improving congestion, accessibility, and resilience, it aims to enhance the people’s quality of life while ensuring Djibouti’s transport infrastructure can withstand future urban challenges.

The Master Plan for the Integrated Urban Road Network of Djibouti City is structured into three primary phases:

Phase 1: Diagnostic Assessment of Road and Urban Infrastructure (Launched in October 2024)
This phase focuses on evaluating the current state of road and urban infrastructures, with a particular focus on the Ras-Dika and Boulaos districts. This phase takes an integrated approach using surveys to analyze Djiboutian transport modes and community engagement, as it aims to ensure solutions align with public needs. Key activities include:

  • Prioritizing the existing road network through a multi-criteria analysis, considering factors such as road width, traffic volumes (including public transport usage), and drainage capacity;
  • Implementing a traffic survey across approximately 85 points in Djibouti City and the Balbala settlement, and developing a traffic simulation model to forecast conditions up to 2035, taking into account urban expansion and population growth;
  • Formulating plans for roadways, defining proposed cross-section standards for each road category. This includes carriageway surfacing improvements, drainage systems, and public lighting enhancements, and cost estimations per urban zone.

Phase 2: Development of an Investment Plan.
Building on findings from Phase 1, this phase focuses on creating an investment plan that includes preliminary designs and an urban transport strategy for Djibouti City. The plan aims to bridge infrastructure gaps and prioritize projects that enhance mobility and accessibility.

Phase 3: Comprehensive Road Infrastructure Master Plan
The final phase involves the formulation of a detailed master plan that serves as a strategic blueprint for future investments and policy decisions. The goal is to ensure that the city’s transportation network is resilient, efficient, and capable of supporting projected growth.

The master plan includes several major initiatives, such as:

  • Repurposing the historic Djibouti-Addis Ababa railway within the city’s urban segment by developing a cycle-pedestrian pathway with rest areas, seamlessly integrating it into Djibouti’s transportation network. Additionally, introducing a light rail transit;
  • Introducing road parking regulation and developing new parking facilities in the central business district area; and
  • Constructing a new bus station for extra-urban road transport services, including a station building, designated bus circulation and parking areas, as well as passenger waiting and boarding zones.

The government of Djibouti has initiated the Master Plan for the Integrated Urban Road Network as part of the Integrated Urban Infrastructure and Climate Adaptation Study Project. The Djiboutian Roads Agency is responsible for project implementation, with financial support from the African Development Fund, the Urban and Municipal Development Fund, and the Global Centre for Adaptation. The master plan is being developed by IDEA Consult International.
