The NEOM Green Hydrogen Project is a flagship renewable energy initiative located in Oxagon, Saudi Arabia’s NEOM region.1 2 Designed to become one of the world’s largest utility-scale, commercially based hydrogen facilities, it will be powered entirely by renewable energy.3 The project was launched in July 2020, when a partnership agreement was signed between the lead stakeholders.4

It envisions “to establish one of the world’s largest factories for producing green hydrogen”.5 It aims to produce up to 600 tonnes of carbon-free hydrogen daily by 2026, generate more than 4 GW of renewable electricity,6 7 and position Saudi Arabia as a global leader in green hydrogen. The initiative aligns with Vision 2030 and NEOM’s broader ambition to accelerate renewable solutions and spearhead the global hydrogen revolution.8 9 10

To achieve the vision, the project covers an area of over 300 square kilometers11 and incorporates several key components:12

  • A green hydrogen facility producing 600 tonnes per day via electrolysis using thyssenkrupp technology13
  • A wind garden and a large-scale solar farm generating dedicated renewable energy14
  • An integrated transmission grid connecting renewable assets and hydrogen systems15
  • Electrolysers, hydrogen storage vessels, and supporting infrastructure16
  • Green ammonia production facilities with a capacity of 1.2 million tonnes per year17

In terms of sustainability, the facility will operate entirely on 4 GW of renewable electricity generated from wind and solar resources.18 It is expected to avoid up to 5 million tonnes of CO₂ emissions annually and create around 300 new jobs.19 The project also integrates proven large-scale renewable and storage technologies for reliability and scalability assurance.20

The initiative is managed through a joint venture between NEOM, Air Products, and ACWA Power, each holding equal shares.21 22 The financial structure totals USD 8.4 billion, of which USD 6.1 billion was secured as non-recourse financing from 23 local, regional and international banks and financial institutions.23 Air Products has been appointed as the engineering, procurement, and construction (EPC) contractor and system integrator, with an EPC valued at USD 6.7 billion.24

Implementation follows a phased approach:

  • Phase 1 (2023-2025): Construction of the hydrogen facility, wind garden, solar farm, and grid, with 80% completion achieved by Q1 2025.25 26
  • Phase 2 (mid-2026): Completion of 4 GW of renewable power generation assets.27 28
  • Phase 3 (2027): Commissioning of electrolysers and start of green ammonia production.29 30

Currently, the project is in advanced construction, with significant progress across all sites. Upon completion, the NEOM Green Hydrogen Project will be a landmark in global green energy across Saudi Arabia.31
