Public Policy Instruments:
The Khartoum Local Train Project is a key public transportation initiative in Khartoum state., serving as a crucial component of the region’s transportation master plan i. This plan encompasses the development of metro systems, trams, roads, and bridges to create more efficient and integrated transit network. Designed to accommodate approximately 600 passengers per journey, the project is conceived in response to Khartoum State’s growing public transportation crisis, driven by a rapidly expanding population, now estimated at around eight million, amidst a deteriorating road and bridge infrastructure.
The Khartoum Local Train Project envisions a “modern, accessible, and sustainable public transportation system that enhances mobility, drives economic growth, and improves urban living.”
It aims to alleviate traffic congestion, enhance mobility, and improve connectivity between central Khartoum and its surrounding areas as part of the State’s broader strategy for large-scale transportation development.

The project encompasses a total of 10 stations and operates an average of 6 trips daily. Currently, the network consists of 2 lines, both terminating at the central train station in downtown Khartoum, with return journeys starting at 3:00 PM.
The network comprises:
• Southern Route: Connecting Al-Shajara in southern Khartoum to Khartoum Central Station, with 3 stations: Khartoum Central, Al-Shajara and Al Kalakila.
• Northern Route: Running from Al-Kadro in northern Khartoum Bahri to Khartoum Central Station, with 7 stations: Khartoum Central, Al-Amlak, Al-Mahatta Al-Wusta Bahri, Al-Safia, Shambat and Al-Halfaya. This line was later extended north to Al-Jaili.
As part of its second phase, the Khartoum Local Train Project aims at expanding its network to better serve the city’s outskirts. The planned extensions include:
• Southern Route Extension: Extending the line further south to Soba.
• Transverse Route: Connecting Al-Shajara in the west to Al-Andalus and Al-Azhari in the east.
In the final phase of Khartoum State’s transportation plan, the train network will expand further, extending southwest to Jebel Aulia and reaching both Omdurman and East Nile. These extensions aim to enhance regional connectivity, offering residents better access to the city center and surrounding areas.
Currently, the local train system meets approximately 30% to 40% of the region’s transportation needs with its two daily trips. Expanding the network and introducing additional evening peak services could increase its contribution to up to 50%.
As part of a major transportation initiative launched in 2019, Khartoum State, in collaboration with the Ministry of Infrastructure and Transportation, procured six trains from China in 2018, seeking to enhance railway infrastructure and improve public transit services across the region.
