The National Transport Model, a key Spatial Strategy Outcome, serves as a vital tool for effective planning and evaluation. It envisions “to revolutionize the transportation landscape by integrating infrastructure and logistics development.”
The National Transport Model focuses on enhancing roads, railways, ports, and airports to boost connectivity and economic growth; positioning Oman as a competitive logistics hub by optimizing supply chains and enhancing customs procedures with technology; leveraging advanced technologies like smart systems and digital platforms for efficiency and improved user experience; developing skilled professionals through training and education; and incorporating sustainable practices, green technologies, and policies to reduce carbon emissions and promote eco-friendly transport options.
The main focus areas involve adapting to and mitigating climate change, transitioning to renewable energy, and leveraging technology for sustainability; fostering resilient communities while ensuring economic growth through regional development; protecting natural and cultural heritage and managing resources responsibly; promoting sustainable, integrated transport systems with investments in public transport and alternative mobility options; and enhancing infrastructure through sustainable resource use and green initiatives. Besides, key performance indicators and targets encompass metrics for physical planning, socio-economic growth, infrastructure, and sustainability.
The strategy outlines several key targets, such as increasing the use of non-combustion energy processes from 0.5% to 62%, raising the share of public transport from 5% to 16%, reducing waste per capita per day from 1.2 kg to 1 kg, and expanding the fleet of electric/hybrid vehicles to 33% for government use and 12.5% for private use. Transport projects focus on developing national highways, freight rail links, and light rail systems; investing in public transport in major cities, promoting walking and cycling networks, and transitioning to electric and hydrogen-based transport systems.
The strategy, led by the Ministry of Transport, Communications and Information Technology, involves collaboration between public and private stakeholders. Key consultancy roles are played by Aman Consultancy & Technology and Q5 (a UK-based consultancy firm with an office in Muscat), among others. It is primarily funded by the Government of Oman with substantial contributions from private investors like the Oman Chamber of Commerce and Industry (OCCI).
The Oman National Transport Strategy 2040 is part of the broader Oman Vision 2040, which was officially launched in December 2020. The strategy itself was developed and crystallized over several years, with key milestones including the formation of various committees and the drafting of the vision document.
Implementation is managed by various contractors under the Ministry’s guidance, with key projects handled by local and international companies, and includes investment initiatives for the next 20 years, organized into four five-year plans.
