The Dubai Walk Masterplan, launched under of the broader Dubai’s Urban Master Plan 2040, is a visionary initiative aiming to transform Dubai into a pedestrian-friendly city.1 It aligns with the Quality-of-Life Strategy 2033 by prioritizing safety, enhancing connectivity, and incorporating creative and cultural elements.2
The project aims to prioritize safety, improving mobility,3 creating green infrastructure,4 sustainable urban planning,5 and expanding public spaces.6 It aims to make Dubai one of the most sustainable and healthiest cities globally.7
The vision behind the Dubai Walk Masterplan is to “create a healthy, happy, and sustainable urban environment that promotes active lifestyles and positions Dubai as one of the world’s healthiest cities”.8
The masterplan seeks to increase pedestrian mobility and promote sustainable urban development that includes building a network of continuous accessible paths for more comfortable walking experiences,9 across 160 areas in UAE.10

To achieve this vision, a comprehensive master plan has been proposed,11 includes the following key components:12 13

  • 6,500 kilometers of new and rehabilitated walkways
  • 110 pedestrian bridges and underpasses
  • 112 kilometers of waterfront paths
  • 124 Kilometers of scenic green trails
  •  150 Km mountain and rural walkways
  • 64 Kilometers paths in urban areas

Additional urban facilities include air-conditioned walkways, green open spaces, and integrated commercial nodes, enhancing the livability and functionality of walking routes.14
Aligned with the 20-minute city goal for 2040, which provides 80 per cent of residents with essential amenities in shorter time,15 the project values sustainability, connectivity, and healthier lifestyles.16
The initiative achieves its goals by creating uninterrupted paths, expanding green spaces, and ensuring accessibility and safety.17 Central routes include the 15 kilometers Al Ras Historical Route, featuring a 5 km waterfront and 25 public squares with shaded green and rest spaces,18 preserving its historical character through minimalist interventions.19 The 2 kilometers Future Loop, situated in the Museum of the Future area,20 offers 30,000 square metres of air-conditioned and shaded outdoor spaces for year-round walking.21
The Masterplan will benefit both locals and tourists.22 City residents and other pedestrians will experience enhanced connectivity, with specific neighborhoods’ improvements,23 especially those seeking a healthier lifestyle.24

Owned and funded by The Government of Dubai, as part of its broader Urban Master Plan 2040,25 the initiative is led by His Highness Sheikh Mohammed bin Rashid Al Maktoum; the vice President, Prime Minister of the UAE and Ruler of Dubai.26 Prominent figures served the initiative in the planning, approval, and execution, including His Highness Sheikh Mansoor bin Mohammed bin Rashid Al Maktoum, Chairman of Dubai Sports Council; Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of the Dubai Culture and Arts Authority; His Highness Sheikh Ahmed bin Saeed Al Maktoum, President of Dubai Civil Aviation Authority and Chairman and Chief Executive of Emirates Airline and Group; His Excellency Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs; His Excellency Mohammed Ibrahim Al Shaibani, Director General of His Highness The Dubai Ruler’s Court; and His Excellency Omar Sultan Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications, alongside other senior officials.27 Further, Fortender, an e-tendering and procurement platform, supports the initiative through sustainable procurement practices, efficient project management, and promoting eco-conscious development.28
The Dubai Walk Masterplan is currently in its pilot stage,29 and scheduled to be fully implemented by 2040.30 Phases of implementing The Master Plan:31

  • Pilot Phase (2025–2027): Focuses on developing the key routes by constructing new walkways, rehabilitating existing ones, and setting network foundations.
  • Full Implementation (2027–2040): 3 stages for completing the 6,500 km network, including 3,300 km of new walkways and upgrading 2,300 km of existing paths, besides developing 110 pedestrian bridges and underpasses.
