Muscat Municipality was established in the early 1920s, marking the emergence of the first administrative bodies tasked with municipal activities such as cleanliness, market organization, and building regulations, alongside other duties assigned by the government at that time. For instance, a department was established in 1938 to regulate streets and houses in Muscat and Muttrah. The Municipality of Muscat Law was issued under Royal Decree No. 38/2015, granting the municipality legal personality, financial independence, and administrative autonomy. It oversees six governorates and comprises five general directorates within the Muscat Governorate, divided into five administrative regions with defined roles and administrative structures. While these regions share similar structures and powers, they vary in terms of area, population composition, and urban development. Muscat Municipality actively participates as a member in numerous Arab, regional, and international organizations, including the Arab Towns Organization and the Organization of Islamic Capitals and Cities, enhancing its role and impact in regional and international communities.
